The State Board of Agriculture shall promulgate rules necessary to administer
the Soil Amendment Act, including but not limited to methods of sampling,
methods of analysis, designation of ingredients, and promulgate definitions of
identity of products, acceptable ingredients for registration, and labeling
formats.
