The
special election mentioned in Section 15-25 of this title shall be
called by the county commissioners of each of the said counties when requested
to do so upon a petition signed by thirty percent (30%) of the resident taxpayers of said counties, and said
petition shall designate the time and place of holding said free district
fair.
