A. 1. The Oklahoma Legislature hereby establishes that it is the public policy to maintain and protect the high quality of the surface and groundwater of this state for present and future uses.

2. Because of the potential threat of water contamination it is imperative for the protection of the public health and safety of the citizens of this state, that educational training programs on poultry waste management consistent with this act be made available and provided to operators of poultry
feeding operations and land applicators of poultry waste. To ensure that the educational programs are fully and adequately funded, integrators doing business in this state shall contract with the Oklahoma State University through the Oklahoma Cooperative Extension Service to provide educational training courses and certification of operators of poultry feeding operations and land applicators of poultry waste. The contract shall require that integrators shall provide One Hundred Fifty Thousand Dollars ($150,000.00) during fiscal year ending June 30, 1999 and funds up to, but not exceeding Fifty Thousand Dollars ($50,000.00) for each of the three subsequent fiscal years. In the event of federal mandates, regulations or requirements concerning poultry feeding operations which duplicate any or all state regulations the federal mandates, regulations or requirements would supersede such regulations.
