Within each county commissioner's district, the term of one person serving as a member of a board of directors of a free fair association on January 1, 2013, is hereby extended until December 31, 2014, and the terms of two people so serving are hereby extended until December 31, 2016. The county commissioner in office on January 1, 2013, shall designate in writing the members whose terms are to be extended and shall file such designation with the county clerk. In the 2014 regular election cycle and in the regular election cycle every four (4) years thereafter, one person shall be elected from each county commissioner's district for a four-year term to begin January 1 of the year following the year of the election, whose position shall be designated as office #1. In the 2016 regular election cycle and in the regular election cycle every four (4) years thereafter, two people shall be elected from each county commissioner's district for four-year terms to begin January 1 of the year following the year of the election, whose positions shall be designated as office #2 and office #3.
