The
State of Oklahoma shall not be liable for any sum of money whatsoever, by reason
of the running, operating or establishing of a free district fair, pursuant to
the provisions of this article. Any deficiency or expense occasioned by the
running or operating of a free district fair shall never be paid by the State of
Oklahoma, nor be a charge against the state.
